Town of Pembine
December 9, 2025
The regular town board monthly meeting was called to order by Chairman Bole at 6:01 pm on December 9, 2025. Chairman Bole, Supervisor Willis, Supervisor Reabe, Clerk/Treasurer Allen and 5 citizens were present. The Pledge of Allegiance was previously recited.
Revision and Adoption of Agenda
Motion was made by Chairman Bole and 2nd by Supervisor Willis to accept Agenda as written; motion carried.
Meeting Minutes
Review of the minutes from the November 18, 2025 Budget Hearing and Special Town meeting. Motion made to accept minutes as printed – Supervisor Willis; 2nd: Supervisor Reabe; Motion carried.

Treasurer’s Report
The treasurer’s report was read with the board approving checks 34193 through 34224. Total of $26,336.15. EFT total of $3,859.16. For a total spent of $30,195.31. Motion made to accept the Treasurer’s Report – Supervisor Reabe; 2nd by Supervisor Willis; Motion carried.
Highway Report
Chairman Bole reported that there is snow now, the shoulders are starting to freeze up which is good. The guys have started some brushing and are doing a lot of maintenance.
Town Hall Report
The town hall was used 6 times in November.
Parks Report
Chairman Bole stated the park is winterized and bathrooms locked up. He stated we will need to talk to the railroad about the ties piled up on the property on the corner.
Building Permit Administrator (Bob Grandaw)
Clerk Allen reported there 5 permits issued in November. This was 1 outbuilding, 1 addition, and 3 land use.
Plan Commission Update
Patrick Mueller of the Plan Commission reported they reviewed the Parking Restriction Ordinance 30.92. They recommended changing wording to restricted hours of 10:00pm – 7:00am and remove the wording of even side and odd side of street. They also reviewed the Removal of Snow from Sidewalks Ordinance 30.43 and recommended leaving it as is. They did recommend having the ordinance displayed prominently on the website and placing a link on the website to resources that may be available through Marinette County (https://mces.net and a phone number for Niagara Senior Citizens Group, which serves Pembine, 715-251-4154). The Commission thought a welcome packet for new citizens that gives pertinent information might be a good idea. The Commission will continue to recruit new members, so anyone interested in being on a committee please reach out to us. A new resident stopped in to the meeting and Chairman Bole was present and spoke with him about the town requirements for development and what the town may need as far as development. The Commission also discussed the Comprehensive Plan and will be talking to Bay Lakes about a smaller plan, as a more in depth plan is not necessary.
Interior Committee
Chairman Bole stated the interior committee did not meet last month.
Garbage/Appeals
Nothing to report. Chairman Bole did state that if your garbage can is left out after the Monday pick-up and it gets hit by a plow, it is your responsibility.

NEW BUSINESS
Operator Licenses
Clerk Allen reported there were four operator license applications submitted by Anthony Buckingham, Kathryn Noha, Erik Johnson, and Nicholas Van Ark. After a review, the following motions were made:
A motion was made by Supervisor Willis, 2nd by Supervisor Reabe to approve the license for Nicholas Van Ark; motion passed.
A motion was made by Supervisor Willis, 2nd by Supervisor Reabe to approve the license for Erik Johnson; motion passed.
A motion was made by Chairman Bole, 2nd by Supervisor Willis to approve a 6 month provisional license for Anthony Buckingham and Kathryn Noha; motion passed.
Liquor License
Clerk Allen reported that there was a Liquor License application for the new owners of the Silver Dollar Bar. After a review, a motion was made by Supervisor Reabe, 2nd by Supervisor Willis, to approve the license; motion passed.
Election Inspector Appointments for 2026-2027
Clerk Allen submitted the following names for election inspectors for the 2026-2027 cycle: Steve Strom, Karen Strom, Kathy Schutte, Patricia Yager, James Riley, Sandy Davis, Terrie Hohol, Elroy Graese, Megan Meissner, Linda Anderson, Tracy Nicklaus, Robert Leanna, Fran Schiefelbein, Terrie Cvikel, and James Carlsen. A motion was made by Chairman Bole, 2nd by Supervisor Willis, to approve these election inspector appointments; motion passed.
Citizen Input
1. Patrick Mueller stated the new Christmas lights look great.
2. Terie Clark asked about the plowing at the intersection of Cemetery Rd and 141. It was stated we would put more sand there.
3. Laura Krause stated there are a lot of Spectrum trucks around town. Chairman Bole noted that they are doing the switch over, at this point, on Dec. 19th. So there will be a lot of trucks in town to get everything ready for that.
4. Chairman Bole reiterated that the ARIP grant is due next week and he is working on getting that all completed and submitted by this Friday. He also stated that for the TRI-S grant, Pembine scored #1 in Marinette County, so that grant will go down to state for consideration. This is for Short Cut Rd and is a 70/30 grant.
The next regular town board meeting is scheduled for Tuesday, January 13, 2026 at 6:00pm, at the town hall. Bills were audited and paid, there being no further business a motion was made by Chairman Bole, seconded by Supervisor Willis to adjourn at 6:44 pm, Motion carried.
